Strategic closeness for aerospace project portfolio allocation based on synergetic theory

  • 摘要: 文章将协同学和系统理论引进航天型号项目组合配置战略贴近度研究,运用熵的思想度量了航天企业战略和项目组合配置方案之适配序参量的配置合理性,在定义适配序参量、适配熵、适配度和贴近度等概念的基础上,构建了航天型号项目组合配置战略贴近度的优化度量模型,并通过航天企业实践验证了该度量模型的科学有效性,为航天企业进行多项目管理提出了可供参考的分析方法和决策依据。

     

    Abstract: This paper applies the synergetics and the systems engineering theory to the study of the strategic closeness for the aerospace project portfolio allocation, and uses the entropy to measure the consistency between the aerospace corporate strategy and the portfolio fit order parameter configuration scheme. Based on the concepts of the order parameter adaptation, the adaptive entropy, and the goodness of fit, this paper builds a portfolio allocation strategy closeness measurement model for the aerospace project portfolio, with the scientific validity being verified by the aerospace business practices. This provides a useful analytical method for the decision-making in the enterprise multi-project management.
